If you mean is it considered a pistol or rifle it's neither until you transfer it into your name it's just considered a receiver/other. My local FFL dealer just assigns it as a pistol because you can always make a pistol into a rifle but you can't make a rifle into a pistol. So if they register it as a rifle and down the road you decide to add a pistol upper you can't without registering it as a sbr with the ATF and paying a $200 tax stamp. Now registered as a pistol you can add a rifle upper if you choose to. Hope this helps.
