A: Anthony, I would confirm with your NY FFL Dealer first because whether or not the California line of rifles is "legal" is up to whatever FFL you want to transfer it. Some FFLs are comfortable with "fin" wraps and some are not. Nobody knows for sure what the legislatures intent was when they wrote the law, and the NYSP hasn't clarified like the CA DOJ has. A: Anthony, the CA fin grip is not NY approved. It still conspicuously protrudes. Whether or not the shooter can wrap a hand around the grip is immaterial. A fin grip works for California because their law defines a pistol grip as a grip that allows your hand to be at a certain angle and plane, allows the thumb to wrap around, and some other nonsense qualifiers. NY has no definition so in the end, it is a pistol grip with a piece of kydex attached to it. Sorry, but that's the way it is.

A: Anthony, it does. The finned grip just removes one of the CA Restriction of a Pistol Grip. CA requires no muzzle device but do not restrict threaded barrels without said muzzle device. The issue is that NY singularly restricts Threaded Barrels or Pistol Grips (CA does not on threaded barrels without muzzle attachments. Unfortunately Buds will not ship to NY due too the Threaded Barrel in spite of the receiving FFL being willing to make compliance modifications. This is just Buds policy. Other FFL's will though. Hope this makes sense.

A: Not sure if every Distributor will Not ship a threaded barrel firearm to a licensed FFL dealer in NY as I've seen them for sale here in NY with the threaded barrels restricted by adding a threaded cap on.

A: Anthony, this does have a threaded barrel. All new production hipoint carbines do. Unfortunately buds will not ship a firearm that isn't already state compliant to have work done on it. It has to be state compliant to purchase it. Sorry but hope this helps.

Of secondary importance, the fin grip is still not compliant as it qualifies as "a grip, such as a pistol grip, a thumbhole stock, or other stock, the use of which would allow an individual to grip the weapon, resulting in any finger on the trigger hand in addition to the trigger finger being directly below any portion of the action of the weapon when firing"

A: No, Hi-Points are restricted in CT. The Hi Point Carbine has since been designated an assault weapon in the State of Connecticut with the April 4, 2013 signing of Public Act 13-3
