A: Tannerite is basically a mixture of 2 products (to make a target) that explode at rifle velocity bullet strikes that gives a visual and audible ques when hit. More of a "Fun factor" than anything else.

A: Mutz, it's for fun/entertainment. It consists of mixing two inert substances that are still safe until it's shot with a high velocity rifle, most any center-fire rifle will work. Tannerite also makes one for rimfires. Just follow the directions and you will enjoy it.
